    Duval County Public Schools’ Strategic Plan specifically outlines the core values and goals that address the needs of all students. Strategies include encouraging positive behavior and respect towards others, equitable access to programs and distribution of resources, and creating a welcoming, respectful, and responsive environment for all stakeholders. 

    Our ultimate responsibility is to our students, their health, safety, and well-being. With this commitment in mind, we support and train all employees who have contact with students in Duval County Public Schools. As employees of the District, we are expected to model the behavior we expect from our students.

    Certificated individuals must adhere to The Principles of Professional Conduct.  Failure to do so may result in the employee being placed on Progressive Discipline. The Principles of Professional Conduct include the following statements:

    • The educator values the worth and dignity of every person, the pursuit of truth, devotion to excellence, acquisition of knowledge, and the nurture of democratic citizenship. Essential to the achievement of these standards is the freedom to learn and to teach and the guarantee of equal opportunity for all.
    • The educator’s primary professional concern will always be for the student and for the development of the student’s potential. The educator will, therefore, strive for professional growth and will seek to exercise the best professional judgment and integrity.
    • The educator is aware of the importance of maintaining the respect and confidence of one’s colleagues, of students, of parents, and of other members of the community. The educator strives to achieve and sustain the highest degree of ethical conduct. 

    There are specific training opportunities offered by the Office of Equity and Inclusion/Professional Standards (OEI/OPS). They are designed to help:

    • build increased knowledge and skill-building related to our rights and responsibilities under state and federal civil rights laws, and to
    • bring awareness regarding district expectations that all employees conduct themselves in an ethical and professional manner in accordance with district policies and the Principles of Professional Conduct for the Education Profession in Florida.

    *Child Abuse Reporting Requirements:

    To ensure that staff receives the appropriate training to identify and report child abuse and neglect, the Department of Children and Families offers free online training. 

    A certificate will be generated upon the successful completion of this training.  School-based administrators should maintain the certificates for each employee as evidence of completion. 

    Public and private school employees are mandatory reporters and have a legal obligation to report known or suspected child abuse or neglect to the Department of Children and Families.
